The confusion between the eagle (niser) and the hawk (‘uqab) in Syria’s national emblem arose following the country’s union with Egypt in the United Arab Republic (1958–1961), where the eagle was used as the official symbol. Ornithologists have also noted differences, pointing out that eagles lack feathers on their necks, unlike hawks. To distinguish the Hawk of Quraish from the eagle used in Egypt, Syria depicted the hawk with its wings spread open, whereas the eagle was illustrated with folded wings. In 1972, the Hawk of Quraish (al-‘Uqab) was incorporated into the flag and emblem of the Federation of Arab Republics, a loose political union between Syria, Egypt, and Libya. The revised design featured an Arab shield with three green stars at its center, embraced by a Hawk (al-‘Uqab) with three surrounding lines.

The eagle’s wings consist of 14 feathers, representing Syria’s governorates, while the five tail feathers symbolize the country’s major geographic regions—northern, eastern, western, southern, and central—reflecting the unity and integration of the national territory.The wings are designed in a “ready and alert” posture, neither aggressive nor closed. The symbol has been chosen by the new Syrian government to connect with the nation’s history and reaffirm authenticity. From the 1963 seizure of power by its Military Committee to the fall of the regime in 2024, the Ba’ath party ruled Syria as a dictatorship which was frequently described as totalitarian,g although some scholars rejected this description. Furthermore, it obligated landlords to honor both written and oral contracts, established collective bargaining, contained provisions for workers’ compensation, health, housing, and employment services. Despite high levels of inequality in land ownership these reforms allowed for more progress in redistribution of land from 1958 to 1961 than any other reforms in Syria’s history, since independence.
